Get a trail permit

Residents and visitors can enjoy Philadelphia Parks & Recreation’s trails, but some people need a permit when using the Upper Wissahickon and Pennypack trails.

For these areas, you need a permit if you use a:

  • Bicycle.
  • Horse.
  • Carriage.
  • Horse-drawn vehicle.
  • Other non-motorized, wheeled vehicle.

Those without a valid trail permit or who violate the trail rules and regulations may be subject to a $25 fine.

Annual permits are valid from April through March.

Registration opens in March and ends December 31.

We also offer a weekly permit that is valid for one week.


People who use mountain bikes or ride horses and are over age 16 must have a permit on the upper trails of Wissahickon Valley Park and Pennypack Park.

These people are encouraged to obtain a permit for all other parks.

Where and when

Permits are available:

  • Online.
  • By mail.


Registration for Philadelphia residents is free.

A minimum tax-deductible donation of $20 is requested, but we will accept any amount. We use donations for the continued maintenance of the trails and to support the trail management program.

There is a $20 fee for non-residents of Philadelphia.



Online registration is the fastest, easiest way to get a permit.  Simply fill out the permit application and pay any required fees.

The online system allows you to choose either the yearly or weekly permit.

Those using the online system are able to print their permit immediately and should carry it with them when enjoying the trails.

Your email confirmation receipt is your weekly pass to carry with you when enjoying the trails. You will receive nothing in the mail. The weekly permit is only available online.

By mail

It’s faster to get a permit online, but you can also get a permit tag through the mail.
