ReadyDNC Daily Digest: July 28, 2016
 

The Democratic National Convention wraps up tonight in Philadelphia. The City’s Emergency Operation Center will remain activated through Friday.

Weather 

• A Flash Flood Watch was issued by the National Weather Service for Philadelphia and the surrounding counties. 

 In effect from Thursday evening, 2 p.m. through Friday evening 7 p.m.

• Periods of showers and thunderstorms are expected. Some of the thunderstorms may contain torrential rainfall and result in a localized flashflood threat.

• A flash flood watch means that conditions may develop that lead to flash flooding. Flash flooding is a very dangerous situation.

• Today:  Partly sunny.  A chance of showers and thunderstorms this afternoon.  Locally heavy rainfall possible this afternoon.  Hot with a high near 94.  South wind around 5 mph. Chance of precipitation is 30%. New rainfall amounts of less than a tenth of an inch, except higher amounts possible in thunderstorms.   

• Tonight: Mostly cloudy with showers likely…with a chance of thunderstorms, mainly after midnight.  Locally heavy rainfall possible. Lows around 75.  Chance of precipitation is 70%. New rainfall amounts between 1 and 2 inches possible.

Public Safety

• According to the National Weather Service, there are more fatalities due to flooding than from any other thunderstorm related hazard. 

 Do not drive around barriers that warn of a flooded road.

 6 inches of fast-moving flood water can knock over an adult.

 12 inches can carry away a small car.

 It is NEVER safe to walk or drive into flood waters.

• Thunderstorms produce lightning storms that can prove fatal as well.

 NO PLACE outside is safe when thunderstorms are in the area.

 If you hear thunder, lightning is close enough to strike you. When you hear thunder, immediately move to safe shelter: a substantial building with electricity or plumbing or an enclosed, metal-topped vehicle with windows up.

 Stay in safe shelter at least 30 minutes after you hear the last sound of thunder.

• If you are at FDR Park and need medical attention, there are 2 EMS tents located on the North and South end of the park. There are also two misting tents and bottled water available in the park.

• Call 9-1-1 with emergencies. Call 3-1-1 with non-emergencies. 311 has extended hours, from 8 a.m. to 10 p.m. through Thursday. 311 also has an app and they are active on twitter: @Philly311  

Traffic

• PennDOT lane restrictions will remain in effect through Friday for portions of I-95 and I-676. This is so Pennsylvania State Police can enforce the five-ton truck ban safely.

• Ban on median parking in effect for parking on S. Broad St. between Washington and Packer Avenues. Remains in effect through July 29th – call 215-686-SNOW if your car is towed.

• Pattison Avenue closed from 20th to 7th Sts and Broad St from Packer to the Terminal.

• SEPTA is reminding people who travel in Center City and South Philadelphia that they added service on the Broad Street Line subway. There may also be service disruptions due to public safety issues. SEPTA is providing updates on social media, @Twitter, and their special DNC page http://www.septa.org/events/dncphilly.html

 SEPTA personnel will monitor the crowds to ensure that riders are able to board a train before service concludes at the Wells Fargo. SEPTA Ambassadors and other personnel will also be on-hand at stations to assist customers.

• All-American Happy Hour at Dilworth Park: From 5:00 p.m. to 9:00 p.m., music, games, and food and drink specials add some local flavor — literally — to the public square next to City Hall.

• Historic Philadelphia Declaration of Independence Reading: At three times this afternoon, Historic Philadelphia presents a festive, dramatic reading behind Independence Hall of one of our nation’s most important founding documents.

• Parks on Tap in West Philly: The family-friendly beer garden that benefits Philly parks, Parks on Tap comes to West Philly’s Clark Park this week.

• Last Day to See the Festive DNC Lights: Tonight is the last night you can see City Hall, 30th Street Station, and Boathouse Row all lit in festive, ebullient patriotic colors. Get your selfies and Instagram posts done tonight while you still can! If you miss tonight, you can still catch the Boathouse Row lights until July 29.
