About
The Civil Service Commission advises the mayor and the director of human resources on personnel administration in City service. It upholds the interest of the City’s merit-based civil service system. which is vital to the public interest.
The commission:
- Serves as an appellate tribunal for employee appeals.
- Rules on proposed changes to the Civil Service Regulations and the Classification and Pay Plans.
- Rules on requests for exemptions from civil service and waivers of the residency requirement.
The commission is a quasi-judicial body and spends most of its time on its appellate function. It conducts fact-finding public hearings on employee appeals. It also issues formal written decisions containing factual and legal conclusions.

Apply for an Office of Reentry Partnerships microgrant by May 17, 2024
The Office of Reentry Partnerships provides microgrants to community-based organizations that are active members of the Philadelphia Reentry Coalition (PRC) and are committed to reentry work.
Five grants will be awarded at $20,000 each. Half of the grant funding ($10,000) will be distributed upon award and the remainder will be distributed after six months. Organizations applying for this grant must meet eligibility requirements. To learn more, view the grant guidelines.
Applications are being accepted online. The application deadline is May 17, 2024 at 5 p.m.
