PHILADELPHIA- Michael Carroll, the City’s Deputy Managing Director of the Office of Transportation & Infrastructure Systems (oTIS), has been awarded the Philadelphia’s Section of the American Society of Civil Engineers’ (ASCE) 2017 Government Service Award.

For more than 100 years, Philadelphia’s Section of ASCE has served a community full of Civil Engineering professionals, younger members, students, and other Civil Engineering supporters in Philadelphia and surrounding region.

Deputy Carroll was nominated by peers in the engineering profession and selected by the Section’s Board of Directors.  He was cited for his leadership in the City’s efforts to improve mobility and safety of all who use Philadelphia’s transportation and water infrastructure systems.  “It’s an honor to recognize Deputy Carroll for his commitment to Philadelphia’s vast transportation and utility infrastructure,” said Guy DiMartino, ASCE Section President.

As Deputy Managing Director for oTIS, Carroll coordinates and sets the policy direction for critical functions, including the Streets Department (both Transportation and Sanitation), the Philadelphia Water Department, as well as the newly created Office of Complete Streets.  His oversight includes infrastructure systems that are made up of over 9,500 transit stops, 2,575 miles of street, 320 bridge structures, over 450 lanes miles of bike facilities, 1,000 Indego bikes and 100 Indego stations, and over 6,500 miles of sewers and water mains.

Prior to his appointment as Deputy Managing Director in January 2017, Carroll served in a variety of roles for the City of Philadelphia, including Acting Streets Commissioner, Deputy Streets Commissioner for Transportation, and Director of Engineering and Special Projects for the former Mayor’s Office of Transportation & Utilities.

A registered Professional Engineer (P.E.) in Pennsylvania, Deputy Carroll graduated with a Bachelor degree in Urban and Regional Planning from Cornell University and holds Master degrees in Transportation Engineering and Transportation Planning from the University of California, Berkeley.
