What we do
The Office of Criminal Justice (OCJ) advances the Kenney administration’s goals for violence prevention, criminal justice reform, and service to formerly incarcerated individuals by developing partnerships between City agencies, criminal justice partners, nonprofit organizations, and community members.

OCJ serves as the mayor’s appointee to Philadelphia County’s Criminal Justice Advisory Board (CJAB) and is the point of contact for various local, state, and federal justice partners.

Benjamin Lerner was appointed by Mayor Kenney in March of 2016 to serve as the deputy managing director for criminal justice. In this capacity, he leads the Office of Criminal Justice, which spearheads the City’s violence prevention, criminal justice, and re-entry efforts. Prior to assuming his current role, Lerner was a judge on the Philadelphia Court of Common Pleas for 20 years. He served in the Criminal Trial Division and was responsible for pretrial hearings in all homicide cases. He also presided over non-jury homicide trials, degree-of-guilt hearings, and decertification hearings. Before that, Lerner served as chief defender of the Defender Association of Philadelphia in which he represented criminal and juvenile defendants as well as child advocacy and mental health cases. He also served as the deputy attorney general in the Pennsylvania Department of Justice’s Office of Criminal Law and clerked for the Judge Stanley A. Weigel on the U.S. District Court for the Northern District of California. Lerner graduated magna cum laude from the University of Pennsylvania School of Law in 1965. He also received a bachelor’s degree in political science from Brandeis University 1962.
