Kathleen McColgan was appointed Acting Revenue Commissioner in October of 2023 and officially retained in her position by the Parker administration in February 2024. Prior to her appointment, McColgan served as the First Deputy Revenue Commissioner from 2019 to 2023. She has been a part of Revenue’s leadership team since 2014.
Throughout her 25-year tenure, McColgan has demonstrated dedication to funding critical City services and the School District through maximized revenue collections and has prioritized improving the customer experience for internal and external stakeholders. As the Director of Continuous Improvement between 2017-2018, McColgan established key metrics and benchmarks to measure Revenue’s performance and increase efficiencies across several key areas of the Department. She also implemented solutions that delivered faster and more transparent service to customers.
In collaboration with the Department’s committed staff, she has led the Department through several technology upgrades which include the modernization of a 35-year-old tax system. McColgan provided leadership and worked in collaboration with staff throughout the Covid-19 pandemic to quickly implement innovative solutions required to maintain critical services and funding while prioritizing the health and safety of staff and citizens.
McColgan is a Pierce College Graduate with a bachelor’s degree in business administration and management and has received national accolades for leadership and service.
Delores U. Davis was appointed Acting First Deputy Revenue Commissioner in October 2023, and officially retained by the Parker administration in February 2024. Before this role, she was the Deputy Revenue Commissioner for Administration and Special Projects from 2016 to 2023. Delores joined the City of Philadelphia’s Revenue Department in September 2008, as the Special Assistant to the Revenue Commissioner. From 2010 to 2016 she served as the Administrative Services Director where she provided administrative and financial operations oversight.
Prior to her appointment to the Department of Revenue, Ms. Davis worked for the City of Philadelphia’s Office of Human Resources for 19 years. During that time, Ms. Davis held various leadership positions, including Strategic Staffing Program Manager. In this role, she provided leadership to a group of HR Business Partners for the City’s Strategic Services Program.
Ms. Davis has extensive experience in the areas of human resources management, policy development, financial operations, labor management and strategy development. She is a collaborative leader with a proven track record in successfully partnering with internal and external stakeholders on various policies, operational programs and initiatives.
Ms. Davis is a Western Connecticut State University graduate with a bachelor’s degree in business administration. She also has a passion for professional mentorship programs.
Susan M. Crosby was appointed to the position of Deputy Revenue Commissioner in charge of the Water Revenue Bureau (WRB) in November 2020. In this role she oversees the Accounting, Collections, Customer Assistance, Customer Operations and Technical Operations Divisions. The core function of WRB is the daily generation and collection of water bills for the City of Philadelphia.
Prior to her appointment as Deputy Revenue Commissioner, Mrs. Crosby worked as a Divisional Deputy City Solicitor for the City’s Law Department. During her eight-year tenure in the Law Department’s Tax Unit, she represented the City’s legal interests in the collection of delinquent business tax and water/sewer debts, managed the Mass Revenue Litigation Division’s operations, and supported both the Revenue and Water Departments in rate proceedings.
Mrs. Crosby has a Bachelor of Sciences from Florida State University. She received her Juris Doctorate from Stetson University College of Law and is admitted to practice in Florida (inactive) and Pennsylvania. A Florida native, Mrs. Crosby serves on the Mayor’s Commission on Women and is a Girl Scout Service Unit and Troop Leader.
As Deputy Commissioner for Collections, Marco Muniz is responsible for establishing, implementing, and monitoring enforcement strategy for all debts owed to the City of Philadelphia and the Philadelphia School District.
Prior to his appointment as Deputy Revenue Commissioner, Mr. Muniz worked as a Divisional Deputy City Solicitor for the City’s Law Department. During his nine-year tenure within the Law Department’s Tax Unit, he represented the City’s legal interests in the collection of delinquent business tax and water/sewer debts, and managed the day-to-day operations of the Tax Administration Division.
Mr. Muniz has a Bachelor of Arts from the University of Delaware. He received his Juris Doctorate and Master’s degrees with honors from Widener University School of Law, and is admitted to practice in Pennsylvania.
As Deputy Revenue Commissioner, Rebecca Lopez Kriss leads Revenue’s inter-governmental affairs and policy group, oversees technical tax staff, outreach and communication teams, and the taxpayer assistance and tax credit group. Her efforts support the Department’s behavioral science initiatives, including data-driven communications projects, and improving and expanding outreach efforts.
Before her appointment in 2019, she was a Revenue Senior Policy Analyst and the Director of Strategic Outreach. Formerly, she was the Director of Marketing and Communications for the Philadelphia Department of Commerce, where she supported the creation of the Startup PHL Call for Ideas program, working to attract and retain tech firms in Philadelphia.
With a passion for civic engagement, she strives to enhance service delivery and improve the quality of life for all Philadelphians. She holds a Master of Public Policy from the Gerald R. Ford School of Public Policy, University of Michigan.
As Chief Counsel to the Revenue Department, Frances Ruml Beckley is responsible for leading the Tax and Revenue Unit, for enforcing the collection of Philadelphia taxes and agency receivables, for advising the administration and City Council on tax issues, and for representing the City in trial and appellate tax cases.
Frances served as chief counsel from January 2011 to February 2014. From March 2014 to April 2016, she worked in the Appeals and Legislation Unit of the Philadelphia Law Department, where she focused primarily on tax legislation and served as Counsel to the Philadelphia Water, Sewer & Storm Water Rate Board. Before coming to the City full-time, she did consulting work for the Tax Unit and had worked in large law firms (including Drinker Biddle and Ballard Spahr) representing taxpayers in federal, state, and local tax matters. She graduated from Harvard College, Yale Law School, and NYU’s LLM in Taxation program. Immediately after law school, she clerked for the Honorable Jose Cabranes (before his elevation from the District of Connecticut to the Second Circuit) and the Honorable Walter Stapleton (Third Circuit). She is a past chair of the Philadelphia Bar Association’s State and Local Tax Committee and an adjunct professor at Temple University’s Beasley School of Law.
Mark Harvey started working with the City of Philadelphia in 1988. He has 30 years of service with the Department of Revenue’s Water Revenue Bureau.
Mr. Harvey earned a BBA with a major in accounting from Temple University.
As Chief Data and Research Officer, Roman Strakovsky leads and manages the Data and Research Unit within the Department of Revenue. This group is responsible for designing and maintaining data and research analytics used by the City’s financial decision-makers and stakeholders.
Roman joined the Department of Revenue in 2010 as a senior research analyst in the Data and Research Unit. Before his current role, he was the Director of Data Intelligence. His accomplishments include managing Revenue’s successful data warehouse implementation and working with City Council to analyze the impact of proposed changes in the Business Income and Receipts Tax (BIRT) reform legislation.
Before joining Revenue, Roman worked as a program analyst for the United States Department of Health and Human Services. He is passionate about public service and holds a BA in Sociology and Statistics from the University of Maryland.
Pete Donnelly is the Project Director for the Department’s new Integrated Tax System. This is a large, multi-year project to replace Revenue’s 35-year-old tax system. It will provide all the functionality for core business functions and support processes. This includes tax administration, accounting, digital document management, reporting, case management, data analytics, customer management, and more.
Pete brings over 35 years of experience working for state revenue agencies in Montana, Georgia and Massachusetts. Each of these jurisdictions also undertook major integrated system upgrades during his time of employment. He has held various leadership positions including Director of Compliance, Deputy Commissioner, and Chief Innovation Officer.
He earned Bachelor’s Degrees in Economics, Accounting and Business Administration from Carroll College in Helena, Montana.
As director of IT, Graham Quinn spearheads Revenue’s technical operations, which includes overseeing the department’s IT unit and ensuring all technology systems and applications support departmental goals and objectives. Before his current role, Graham was the Executive Director of Philly311 where he was responsible for contact centers performance and CRM system.
Graham started working with the City of Philadelphia in 2012 and brings 13 years of team management, CRM, service delivery, and strategy development experience to his new role. In recognition of his work on the Philly311 Mobile Application, the City awarded him its “Customer Engagement Award.”
Recipient of the Potomac Fellowship Award, Graham earned his MBA from George Washington University. He resides in Philadelphia with his family and is an avid mountain biker and cook.
As Director of Tax Policy and Planning, Laurice I. Smith is responsible for developing and implementing strategies to drive efficiency in Philadelphia’s tax policies. She brings over 12 years of legal and tax experience to her role.
Before joining Revenue in September 2023, Ms. Smith worked as a senior attorney in the City’s Law Department for seven years. During that time, she represented the City’s legal interests in the Court of Common Pleas and before the Philadelphia Tax Review Board. Formerly, Laurice worked as a staff attorney at Philadelphia VIP (previously known as Philadelphia Volunteers for the Indigent Program) and later became a supervising attorney.
Her accomplishments include successfully arguing cases before the Pennsylvania Commonwealth Court, serving on the Philadelphia Bar Association’s Tax Council, and mentoring junior attorneys.
Ms. Smith joined the City of Philadelphia in 2016. She holds a BA in African American Studies from the University of Maryland, a JD from Temple University, and an LLM in Taxation from Villanova University. She lives in Philadelphia and is an avid boxer, baker, and knitter.
