The Department of Planning and Development makes sure Philadelphia has well-planned neighborhoods, with affordable housing options and access to public art. We oversee historic preservation to honor the City’s unique history; help developers move their projects forward; create citywide and neighborhood plans; and implement zoning.

Anne Fadullon is the City’s director of Planning and Development. She oversees agencies charged with creating and implementing strategies to grow Philadelphia’s population and economic base with vibrant neighborhoods, affordable housing options, historic resources, and well-designed public spaces.
Fadullon has nearly 30 years of real estate development experience. She most recently worked at the Dale Corporation developing affordable, mixed-income, market-rate and mixed-use projects. She is a past president of the Building Industry Association of Philadelphia and previously worked at the Philadelphia Redevelopment Authority.
Fadullon has a bachelor’s degree in urban studies and economics from Lehigh University and a master’s degree in city planning from the University of Pennsylvania.
