PHILADELPHIA – The Kenney administration released the following statement on the “Stop-n-Go” legislation voted out of City Council’s Public Health and Human Services Committee, today.
“This bill would allow for stronger enforcement by the state of its liquor laws, creating safer neighborhoods for our children and families. This bill will also lower the cost of licenses for small food establishments,” said Communications Director Lauren Hitt. “With regards to the plexiglass provision, passionate arguments were made on both sides, and the Administration will convene a diverse group of stakeholders to devise regulations on this issue before 2021.”
While food service licenses currently state whether the licensed establishment has 50+ seats, or 49 or fewer seats, under the bill food service establishments will now be divided into Small Establishments and Large Establishments. Large Establishments, like sit-down restaurants, must have at least 30 seats available for customer use, at least one restroom accessible to patrons. Small Establishments, like take-out restaurants and convenience stores, are not required to have at least 30 seats available for customer use and they are not required to have a restroom accessible to patrons. These changes will ensure that establishments that serve food for consumption on site are providing the appropriate facilities to meet customers’ health and safety needs.
License fees for Large Establishment licenses will be $415 and Small Establishment licenses will cost $275, instead of $330 for all establishments. These changes will be effective May 1, 2018.
The Department of Licenses and Inspections will manage the transition to the new licenses between January 1 and April 30, 2018, when most current licenses are up for renewal. Food establishments whose current licenses indicate that they have 50+ seats will automatically be issued Large Establishment licenses. Establishments with licenses stating that they have 49 or fewer seats may select automatic issuance of a Small Establishment license, or request a Large Establishment license to be issued upon verification by L&I and Health Department inspectors that the seating and bathroom requirements are met.
Additionally, beginning January 2018, Large Establishments that undergo major changes, like new construction or zoning changes, must have two restrooms, as required by the Plumbing Code
Information about these changes and how to obtain the appropriate license will be sent to current license- holders and made available to new applicants upon passage of the bill.

기존에 모든 점포에 대한 허가 수수료가 $330였던 반면, 대형 점포 허가증의 허가 수수료는 $415이며 소형 점포는 $275가 됩니다. 이러한 변경은 2018년 5월 1일에 발효됩니다.
